Key Changes to the Vacant Home Tax Program

Recently, significant updates have been made to the Vacant Home Tax (VHT) program, designed to streamline the process and improve clarity for property owners. What is the Vacant Home Tax?

The Vacant Home Tax was introduced to address the housing shortage by encouraging property owners to rent out vacant homes. Properties left unoccupied for more than six months in a calendar year are subject to this tax, aimed at increasing housing availability in the Greater Toronto Area (GTA).

Key Changes to the Program:

  1. Extended Declaration Period: Starting this year, the VHT declaration period has been extended to run from November 1 to April 30 each year. This change aligns with the end of the tax season, giving homeowners more time to submit their declarations and avoid penalties.

  2. Improved Declaration Process: Beginning November 1, 2024, the City will launch a new user-friendly online portal for property owners to declare their home’s status. In addition, homeowners will receive confirmation numbers via email, phone, and in print, ensuring everyone has access to their declaration information.

  3. Dedicated Support Centre: A new customer care centre will also be available starting in November, allowing residents to declare by phone. For those who prefer in-person declarations, homeowners can visit Tax and Utility counters at Toronto City Hall and various civic centres.

  4. Waived Fees for 2023: Due to earlier billing confusion, late declaration fees for 2023 have been waived. However, the City has noted that these fees could be reinstated in future years, depending on the success of the program redesign.

  5. Data-Driven Approach: Moving forward, the City will adopt a more data-driven approach when issuing VHT bills. This new system aims to reduce errors in billing and provide a smoother process for homeowners.
